Planning and Environmental Specialist

This position serves as a Planning and Environmental Specialist located in a Field or State Office and is responsible for performing work that involves knowledge and application of the principles of natural resource programs. Serves on interdisciplinary teams (IDT) to work on specific planning and National Environmental Policy Act (NEPA) documents components and provides training to IDTs regarding development and implementation of NEPA and planning documents. Assures that land use planning efforts are will coordinated with other local, State, and Federal agencies and ensures public participation in the planning process. Reviews complex environmental analysis documents to ensure compliance and consistency with all applicable laws and regulations and serves as procedure and policy coordinator on all NEPA and planning documentation matters. Provides responses to the public information request regarding completed, in-progress, and future planning document availability and assures that documents are appropriately filed and posts for availability for public review. TIME-IN-GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07is required to meet the time-in-grade requirements for the GS-09 level.One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). MINIMUM
Qualifications:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-9:
Have 1 year of specialized experience at the GS-07 level in the Federal service in Planning and Environmental Specialist work related to Natural Resources Programs. At this level, recurring assignments that are independently performed are more difficult & complex than those performed at the lower grade level. Examples:
experience in general resource management planning & environmental analysis processes, principles, and practices; work with public land resource values, issues, or controversies; and assisting in developing public land-related planning strategies and procedures.OR Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B or J.D if related.OR Have an equivalent combination of the type and level of experience and education described above. GS-11:
Have 1 year of specialized experience at the GS-09 level in the Federal service in Planning and Environmental Specialist work related to Natural Resource Programs. Examples:
experience with land use and multiple use resource management planning; being a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices; reviewing planning and NEPA documents to ensure they read smoothly and correctly; reviewing environmental documents to insure compliance with applicable laws and regulations; work with public land resource values, issues, or controversies; and assisting in developing public land-related planning strategies and procedures.OR Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study.OR Have an equivalent combination of the type and level of experience and education described above. Physical Demands:
The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files. Work Environment:
The work is performed primarily in an office setting for long hours and under tight deadlines. However when necessary to complete the work, there may be outdoor exposure. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
